Reconstruct the question

Separate every instruction, sub-question, buyer outcome, word limit and scoring descriptor. Build the response around what must be evaluated rather than around a generic service description.

Map requirements to operational proof

For every claim, identify the named role, action, timing, system, record, escalation and measurable outcome. Where evidence is unavailable, do not invent certainty; state the control that will create it.

Make evaluation easy

Use clear headings that mirror the question, direct topic sentences and specific evidence. The evaluator should not need to infer whether a requirement has been addressed.

Use examples responsibly

Case studies need comparable context, scale, intervention, measured outcome and a credible verification route. Avoid unsupported percentages and vague claims of positive impact.

Run an independent quality gate

Check requirement coverage, evidence strength, consistency, pricing commitments, mobilisation promises and submission instructions before final authorisation.
