Please note: 1. This is a Provider Selection Regime Wales (PSR Wales) Contract Notice. The awarding of any contract under the established Framework Agreement is subject to the Health Services (Provider Selection Regime) (Wales) Regulations 2025. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015/Procurement Act 2023 do not apply to this award. 2. Full selection and award criteria will be detailed within the procurement documents. It should be noted that the basic criteria questions are PASS/FAIL requirements, which includes financial assessment, mandatory insurance levels, cyber essential, technical and professional abilities including HIW/CQC certification. Bidders who pass this mandatory stage will be moved to be assessed on the following key criteria; a. Quality - Assurance rating, in the order of the Hospital / Unit with the highest Quality Assurance Rating first within the applicable Framework lot. b. Value - Framework Ranking by price – in the order of lowest composite price Hospital / Unit within the applicable framework lot. c. Collaboration and service sustainability - Exact clinical, geographical and social needs of the Patient, including patient outcomes. d. Improving access and reducing health inequalities - Availability of beds in Hospital / Units within the required Framework Lot and within pre-agreed radius significant to a patient. e. Social Responsibility - review of a providers community benefits proposal. 3. Refresh arrangements are as follows: o Six-month refreshes: existing providers may reduce pricing, add or remove unit(s)/lot(s); new providers may apply. o Twelve-month refreshes: existing providers may increase or decrease pricing, add or remove unit(s)/lot(s); new providers may apply. 4. This procurement is being conducted through eTenderWales. Interested providers should register their interest via Sell2Wales website and access procurement documents via eTenderWales website. All interested providers are required to register with these two platforms when applying to join the Framework Agreement. NOTE: The authority is using eTenderwales to carry out this procurement process. To obtain further information record your interest on Sell2Wales at https://www.sell2wales.gov.wales/search/search_switch.aspx?ID=166589 Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are: Economic, social, and environmental objectives. Bidders must submit Community Benefits proposals as part of their tender. While these proposals will not be scored, they will form part of the Framework Terms and will be monitored annually. The authority expects delivery to be cost-neutral and reserves the right to review Community Benefits requirements throughout the Framework term. Opportunity overview
NHS Wales Shared Services Partnership (NWSSP), in collaboration with the NHS Wales Joint Commissioning Committee, is undertaking the October 2026 refresh of the National Collaborative Framework Agreement for Adult Mental Health and Learning Disability Hospital Services, and Child and Adolescent Mental Health Services (CAMHS), on behalf of the Local Health Boards in Wales and the contracting authority for the Isle of Man. The Framework Agreement covers the provision of specialist inpatient Adult Mental Health, Learning Disability, and Child and Adolescent Mental Health Services (CAMHS), including assessment, treatment, rehabilitation, and ongoing care services for patients requiring placements. Bidders will be assessed under the following key criterion as stated in PSR Wales Regulations 2025 and aligned within the Framework; 1. Quality - Assurance rating, in the order of the Hospital / Unit with the highest Quality Assurance Rating first within the applicable Framework lot. 2. Value - Framework Ranking by price – in the order of lowest composite price Hospital / Unit within the applicable framework lot. 3. Collaboration and service sustainability - Exact clinical, geographical and social needs of the Patient, including patient outcomes. 4. Improving access and reducing health inequalities - Availability of beds in Hospital / Units within the required Framework Lot and within pre-agreed radius significant to a patient. 5. Social Responsibility - review of a providers community benefits proposal. The Framework Agreement is in its 5th year and runs until 31st of March 2027 with 3-year extension option. The intended dates between which the relevant health services are intended to be provided are listed below. Please note that this notice relates to a refresh under the already established Framework. Current Framework - start date: 1st April 2022 - end date: 31st March 2027 3-year extension option as follows; 1st April 2027 - 31st March 2028 1st April 2028 - 31st March 2029 1st April 2029 - 31st March 2030
Contract and delivery
The current Framework Agreement has been operational for five years and is scheduled to expire on 31 March 2027. While the agreement includes an option to extend for an additional three years, this refresh exercise is being undertaken to allow new entrants to seek appointment onto the Framework Agreement and the existing providers to amend their pricing downwards only, include or remove Lots and Wards.
