This is a Provider Selection Regime (PSR) Contract Notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award.
This is a Competitive Process under the Health Care Services (Provider Selection Regime) Regulations 2023.
The evaluation steps for evaluation are as follows;
Stage 1 Preliminary compliance review
Stage 2 Evaluation of the Basic Selection Criteria (Sections A–L - Any Offer failing a Pass/Fail requirement will be disqualified and not considered further.
Stage 2a: Evaluation of the Financial Model Template – Only Offers that Pass all of the required elements/financial ceiling will be considered further.
Stage 3: Evaluation of responses to the Key Criteria Questions (Sections 1 – 5)
Stage 3a Moderation of the Key Criteria Questions
Stage 3b Clarification (if required) Clarifications may be issued at the Commissioners’ discretion.
Stage 3c Moderation (post clarification, if required)
Stage 4 Provider Presentations
Stage 5 Provider Notification of Outcome Providers will be notified of the outcome via the AGCSU e tendering portal.
The Basic Selection Criteria are scored on a combination of pass/fail and For Information Only.
Note only providers who have been notified that they have passed Stage One and Two will be invited to participate in the interview stage
The award criteria for the Key Criteria Questions are scored on a combination of For Information Only and a 0-5 scoring mechanism and Scoring calculation for the Value Element, as described below.
Key Criteria 1: Quality and Innovation: 15.00%
Key Criteria 2: Value: 20.00%
Key Criteria 3: Integration, Collaboration and Services Sustainability: 35.00%
Key Criteria 4: Improving Access, Reducing Health Inequalities and Facilitating Choice: 20.00%
Key Criteria 5: Social Value: 10.00%
The indicative timeline for the procurement is as follows (please note this is subject to change at the Commissioners discretion):
Market Engagement Event - 17th June 2026
Evaluation - 7 July 2026 to 14 August 2026
Bidder Presentations - 17th July 2026
Notification of Result - 17th August 2026
Contract Award: 1st September 2026
Mobilisation: 1st September 2026 to 31st March 2027
Service Commencement: 01st April 2027

Contract and delivery
NHS England is seeking a lead provider for the Tier 4 CAMHS Services in the West Midlands.
