This is a Provider Selection Regime(PSR) Contract Notice. The awarding of this contract is subject to the HealthCare Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act Regulations 2023 do not apply to this award.

This Competitive process will be split into two stages.

The first stage will be based on the Basic Selection Criteria and only providers who pass stage one (1) will be invited to take part in stage two (2) which will be based on Key Criteria in accordance with the Provider Selection Regime.

The Basic Selection Questions are scored on a pass/fail basis, and the award criteria for the Key Criteria Questions are scored on a combination of pass/fail and a 0-5 scoring mechanism, as described below.

Key Criteria 1: Quality and Innovation: 36.50%

Key Criteria 2: Value: 9.00%

Key Criteria 3: Integration, Collaboration and Services Sustainability: 22.50%

Key Criteria 4: Improving Access, Reducing Health Inequalities and Facilitating Choice: 22.00%

Key Criteria 5: Social Value: 10.00%

The evaluation steps for Stage One Basic Selection Criteria are as follows;

Step 1: Preliminary compliance review

Step 2: Evaluation of the Basic Selection Criteria responses (Sections A – L)

Step 2a: Moderation of the Basic Selection Criteria responses (Sections A – L)

Step 2b: Clarification (if required, at Commissioners discretion)

Step 2c: Re-moderation (if required)

Step 2d: Provider notification of evaluation outcome

NOTE only providers who have been notified that they have passed Stage One will be invited to participate in Stage Two.

The evaluation steps for Stage Two Key Criteria are as follows;

Step 2: Evaluation of responses to the Pass/Fail/For Information Key Criteria Questions and Scored Key Criteria Questions

Step 3b: Clarification (if required, at Commissioners discretion)

Step 3c: Re-moderation (if required)

Step 4: Provider Notification of Evaluation Outcome

The indicative timeline for the procurement is as follows (PLEASE NOTE this is subject to change at the Commissioners discretion):

Stage One Basic Selection Criteria Period: 6th July 2026 - 27th July 2026

Stage Two Key Selection Criteria Period: 28th August 2026 - 21st September 2026

Contract Award: Early to Mid January 2027

Mobilisation: End January 2027.

Service Commencement: Early to Mid April 2027.

Opportunity overview

NHS Arden and Greater East Midlands Commissioning Support Unit (AGCSU) are inviting suitably qualified and experienced providers to deliver Sight testing and dispensing of spectacles to Children and Young People (CYP) with Special Educational Needs and Disabilities (SEND) in Special Educational Settings (SES) within the West Midlands on on behalf of Six (6) Integrated Care Boards (ICBs) across the West Midlands region as listed in section I.1 (who are referred to as the Commissioner(s).

Details of the 6 lots and respective Integrated Care System (ICB) and Contracting Authority across the West Midlands are as follows;

Lot 1 - Birmingham and Solihull ICB

Lot 2 - Black Country ICB

Lot 3 - Coventry and Warwickshire ICB

Lot 4 - Herefordshire and Worcestershire ICB

Lot 5 - Shropshire ,Telford and Wrekin ICB

Lot 6 - Staffordshire and Stoke-on-Trent ICB

The NHS Long Term Plan (2019) set out a commitment to provide sight tests for Children and Young People (CYP) with learning disabilities and autism in residential Special Educational Settings (SES).

While the NHS Long Term Plan commitment related specifically to CYP in residential SES, NHS England – in conjunction with the Department for Health and Social Care (DHSC) – announced on 19 June 2023 that the Sight Testing Service will be extended to day schools.

This Service shall support the statutory duties placed on health commissioners under the Children and Families Act 2014 and the SEND Code of Practice (0–25 years), including the identification of visual needs contributing to Education, Health and Care Plans (EHCPs).

The Commissioner(s) are each looking for Provider(s) to conduct Sight Tests with CYP within SES premises, delivered by a clinical and non-clinical workforce who have been fully trained to work with this cohort of Patients.

The contract duration for each individual lot is for a period of 5 years with the Commissioner having the option to extend the Contract for a period or periods of up to a further 4 years (total maximum contract duration 9 years).

A separate General Ophthalmic Additional Services Model Contract - Special Educational Settings will be established with the preferred provider for each Lot.

Contract and delivery

Approximately 53 Special Educational Settings, providing services with a target number of Children and Young People (CYP) of 5,682.

The contract duration for each individual lot is for a period of 5 years with the Commissioner having the option to extend the Contract for a period or periods of up to a further 4 years (total maximum contract duration 9 years).

The contract will have an estimated annual value of £482, 970 (£4, 346, 730 over the lifetime of the contract including extensions).
