Opportunity overview
Cornwall Council is seeking to appoint suitably experienced and qualified providers to deliver Homelessness Support and Accommodation Services (HSAS) across Cornwall from 1 April 2027. The procurement comprises six Lots covering supported accommodation services for adults, young people and care experienced young people, together with specialist homelessness intervention services including a Trauma Stabilisation Outreach Service and a Through the Gate Mentoring Service for people transitioning from custody. The services are intended to prevent and relieve homelessness, improve housing stability, support sustained independence, reduce repeat homelessness and contribute to improved health, wellbeing and social outcomes. The Authority is seeking providers capable of delivering trauma-informed, strengths-based and person-centred services, working collaboratively with statutory, voluntary and community sector partners as part of an integrated homelessness and support system. Services will support individuals with multiple disadvantage, complex needs and barriers to securing and sustaining accommodation. The procurement is being conducted as an Open Procedure under the Procurement Act 2023 for Light Touch Services. Suppliers may bid for one, multiple or all Lots. The anticipated contract commencement date is 1 April 2027, with an initial term of two years and options to extend for up to a further six years. The total estimated contract value across all Lots is up to £7.86 million excluding VAT over the maximum contract term
