This is a Provider Selection Regime Wales (PSR Wales) Contract Notice. The awarding of this contract is subject to the Health Services (Provider Selection Regime) (Wales) Regulations 2025. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015/Procurement Act 2023 do not apply to this award. Bidders should refer to the tender documents for full evaluation criteria, however, the key criteria under PSR will be assessed as follows; a) Quality – Site audit against the relevant standards and service requirements b) Value - ranking by price c) Collaboration and service sustainability - Site audit against the relevant standards and service requirements d) Improving access and reducing health inequalities - Site audit against the relevant standards and service requirements e) Social Responsibility – Bidders will be required to address questions in relation to the Well-Being of Future Generations Act, Foundational Economy and Carbon Footprint. The procurement process will be carried out in two (2) stages: Stage 1: Submission of the qualification and technical envelopes Stage 2: Submission of the commercial envelope Stage 1 is to be completed via PQQ_33886 by midday on the 19th August 2026. The pricing pack, in relation to the commercial response at Stage 2, will be issued via a separate ITT. Bidders will be made aware how to access Stage 2 on or around the 5th October 2026. Opportunity overview
Velindre University NHS Trust, in collaboration with the NHS Wales Joint Commissioning Committee, acting on behalf of the NHS Local Health Boards are seeking to establish an all-Wales framework consisting of six (6) Lots for the provision of services to Adults (18+) in Mental Health & Learning Disabilities Care Home / Care Homes with Nursing. The tender is split into the following lots: CMH - Care Home Mental Health CLD - Care Home Learning Disabilities CMHLD - Care Home Mental Health/Learning Disabilities CMH-N - Care Home Mental Health with Nursing CLD-N - Care Home Learning Disabilities with Nursing CMHLD-N - Care Home Mental Health/Learning Disabilities with Nursing No volume or value of the required services is guaranteed. The estimated annual value for the Framework Agreement is circa 50m GBP. The framework will remain open to allow new applicants to apply to join on an annual basis. The framework will commence on the 1st April 2027 and be in place for a period of eight (8) years until the 31st March 2035.

The contracting authority will be conducting the procurement on behalf of Aneurin Bevan UHB, Betsi Cadwaladr UHB, Cardiff & Vale UHB, Cwm Taf Morgannwg UHB, Hywel Dda UHB, Powys Teaching Health Board and Swansea Bay University Health Board (UHB).
