Attached to this Notice are copies of the Tender Documents for the Provision of home and community-based care and support services under SDS Option 3 (2027 Angus Framework). Also attached to this Notice are copies of the Tender Evaluation Matrix's for the Information of Bidders. This Flexible Framework is for an initial term of 4 years with options to extend for a further 3 years and a further 2 years. Please note that Estimated Values given in this Notice are based on the maximum 9 year duration of the Framework. Please see Tender Document 1. The payment rates for the Service for all Lots will be determined by the Authority using the Predefined Pricing Model. Payment for all Lots is on a spot purchase basis. Full details of the rates and an explanation of the model are included in the tender documents. Within the duration of the period of the Framework, the Authority will consider changing from a spot to a block arrangement for services in the North West Rural Lot- Lot 5. The Contracting Authority does not intend to include a sub-contract clause as part of community benefits (as per Section 25 of the Procurement Reform (Scotland) Act 2014) in this contract for the following reason: None of the Providers on the current framework sub-contract any of their services provided as part of the current framework and it is anticipated that this will not change in the new framework after the response to the Prior Information Notice. Community benefits are included in this requirement. Community Benefits offered should be relevant and appropriate to the Lot and should be proportionate to the value of the Lot. Opportunity overview

Angus Council and the Angus Health and Social Care Partnership have reviewed their current Framework for the provision of personal care, support and care and housing support (including home-based respite services) under SDS Option 3 within the homes of supported people in Angus. This is a procurement exercise to establish a new framework, commencing 01 April 2027. This is an opportunity for providers in the Care at Home sector to tender for various Lots within the new framework. The new Framework will run for four years with options to extend for a further three years and then a further two years. The estimated values in this notice are based on the Framework running for a total of nine years

Contract and delivery

Adults aged 16 and over who have a diagnosed learning disability and who require support with a variety of needs within their home and in the community. Adults aged 16 and over who have mental health and/or substance misuse issues and who require support with a variety of needs within their home and in the community. Mostly housing support, support and care but with some personal care requirements as necessary. Adults aged 16 and over who have a physical disability or acquired brain injury and who require support with personal care and/or non-personal care within their home and in the community Additional information: The Number of Providers required for Lot 1 = Two

This relates to Adult service users aged 16 – 64 who present with significant challenging behaviour and/or complex autism. This support requires well experienced staff who are appropriately trained and skilled in managing individuals with very complex needs within their home and the community. Adults aged 65 and over who have age related frailty and may have diagnosed mental health issues and who require support with a variety of needs within their home and in the community. Mostly personal care, support and care but with some housing support requirements as necessary.
